Job Description

SUMMARY OF DUTIES:
The Director of Labor Relations is responsible for, negotiation, interpretation and implementation of national labor agreements. Acts as final appeals officer, responding to all appealed claims and grievances at the final level, including arbitration, if necessary, arising out of the interpretation or application of those agreements. This position is also responsible for:

Negotiation of labor agreements with Labor Representatives, including in major “wage and rule” cycles as needed to meet Amtrak’s needs.

• Effective management of staff to conference and respond to all final level appeals of claims and grievances, including arbitration, as necessary.
• Advising line managers in the application, interpretation and/or implementation of labor contract provisions.
• Interfacing with senior management over policy and strategic issues so far as labor agreement issues may be involved.

EDUCATION:
Must have a Bachelors degree in Business Administration or an equivalent combination of work experience, training, and education.

WORK EXPERIENCE:
Must have extensive work experience in the labor relations field and experience in labor negotiations, advocacy and dispute resolution. Must have the ability to supervise and effectively manage contract interpretation disputes and implementation of agreement rules. Must have the ability to interact with senior management in addressing policy and strategic issues.  Other experience includes:

• Demonstrated experience in negotiating and administering labor contracts.
• Effective leadership and management skills especially in a team-based environment.
• Ability to constantly communicate, comprehend, and respond to verbal statements and instructions both orally and in writing.
• Ability to resolve problems with conflicting priorities in cognitively demanding situations.
• Experience working in a constantly fast-paced, time sensitive environment with frequently changing priorities.
• Ability to frequently handle multiple projects simultaneously.
• Frequently or occasionally travels throughout and outside the region as required (e.g., via airplane, train, automobile).
• Must have excellent oral and written communication skills.

Salary range $90, 000 - $136,000
